郑玉安（William Yukon Chang，1916年1月1日－2019年9月4日）出生于檀香山，是一位记者。1955年，他创办了第一份英文版华人报纸《美籍华人时报》（The Chinese-American Times，简称CAT）。这份与众不同的华人报纸在许多关键方面都与当时的媒体有所不同。与之前面向第一代华裔移民的报纸不同，《美籍华人时报》率先迎合了在美国出生的第二代华裔移民的需求。这些移民虽然会说英语，但仍然渴望了解主流新闻媒体所缺乏的华裔时事。
在当时纽约许多其他华人刊物沦为中国政党喉舌的背景下，《CAT》是一份独立报纸。郑先生几乎亲自撰写和编辑了所有内容，然后送到曼哈顿的一家复印店印刷。他把报纸折叠好，在他所居住的森林小丘社区分发。森林小丘在五六十年代是华人中产阶级日益壮大的聚集地。郑先生坚持政治中立，专注于社区事务，把报纸一直办到七十年代。但随着讲英语的第二代华人开始离开纽约，而1965年的《移民法》又带来了新一波寻求中文报纸的华人移民，郑先生最终在发行了近二十年后停刊了这份报纸。
